The Statewide Independent Living Council of Illinois is pleased to announce the appointment of Jennifer Philips to the Council for a three-year term.
Jennifer Phillips is the Associate Director at OPTIONS in Carbondale which is affiliated with Brehm Preparatory School for students with complex learning disabilities. Instrumental in creating the program she now directs, she helps graduating high school students with disabilities locate internship opportunities and provides transition services to empower students to recognize and optimize their lifetime potential. She currently serves as Vice-President on the Board of Southern Illinois Center for Independent Living.
Created under Title VII of the Rehabilitation Act of 1973, the Statewide Independent Living Council of Illinois (SILC), formed in 1993, is a not-for-profit statewide planning organization. The council is comprised of 23 members (18 have voting privileges) who are appointed by the Governor and the majority of the voting members must consist of individuals with disabilities who are not employed by a Center for Independent Living or a state agency. The SILC’s mission is to provide leadership, research, planning and education required to support independent living services in Illinois. Its activities are guided by its three-year State Plan, which it develops in conjunction with centers for independent living. Mandated as a provision in the Workforce Innovation and Opportunity Act (WIOA), the State Plan must be approved by the SILC, 51% of directors of centers for independent living and the Illinois Department of Human Services, Division of Rehabilitation Services.
